Biography

Former Director, Alameda County Healthy Homes Department Larry has worked in government for over 30 years in various capacities including Sacramento County Environmental Management Department, Sacramento County Community Development Department, City of West Sacramento Police and Planning Departments. and Sacramento County Executive’s Office. Larry has been published in several research papers, magazine articles and editorials on the subject of health as it relates to housing conditions and speaks frequently at healthy housing and lead poisoning prevention conferences. And he has lectured on Code Enforcement topics at the Los Rios Community College Public Safety Center and Sacramento County Sheriff’s Academy. Larry periodically serves as a subject matter expert for State/Federal legislation to improve health and housing. In this regard he received a 2016 HUD Achievement Award from then HUD Secretary Julian Castro for working with the California Healthy Housing Coalition to pass Mold Enforcement legislation. And in 2022 received another HUD Award from Secretary Marcia Fudge in recognition of the services given by the Alameda County Healthy Homes Department and Child Lead Poisoning Prevention Program. Larry was recently recognized by the EPA for setting a new national standard for providing training to Code Enforcement Officers in the regulation of lead paint remediation safe work practices aka EPA repair, renovation, and painting rule (RRP). As a result of this effort and his work with State Senator Bob Archuleta, California will be taking over enforcement of the EPA RRP rule from the federal government. Larry is a member of the National Center for Healthy Housing Policy Steering Committee and California Healthy Housing Coalition Steering Committee. He is a past president of the San Francisco Bay Area Code Enforcement Network (BAYCEN). And serves on the California Regional Asthma Management Prevention Advisory Board, Unleaded Kids Advisory Board and Lead Environmental Hazards Association Board of Directors.
