Biography
Monica L. Smith is the Lead Safe Coordinator for the City of Toledo Department of Housing and Community Development, where she leads the implementation and enforcement of Toledo’s Lead Safe Ordinance. Her work focuses on translating local, state, and federal lead regulations into clear, enforceable policies and operational procedures for pre-1978 rental housing. Ms. Smith administers and reports on more than $2 million in state and federally funded lead programs supporting lead hazard control, education, workforce development, and primary prevention. She has developed enforcement timelines, compliance standards, and internal review protocols; coordinates with licensed lead inspectors and municipal court; and oversees application review, deficiency determinations, and certificate issuance to ensure consistency and legal defensibility. She serves on the boards of the Ohio Healthy Homes Network, Toledo Lead Resource Center, and the Toledo Lead Poisoning Prevention Coalition, and works closely with health departments, housing providers, and community partners to align public health goals with housing policy and enforcement strategies. Ms. Smith holds a Master of Business Administration and a bachelor’s degree in sociology. She brings a policy-driven, systems-focused perspective to lead-safe housing, with hands-on experience building and enforcing local lead ordinances while supporting stakeholder education and compliance.
