Biography
With more than 25 years in infrastructure development, Shawn serves as Co-Founder, CEO, and President of CIP, where he leads with a focus on innovation, efficiency, and community impact. Shawn is widely regarded as a thought leader in large-scale infrastructure and lead service line (LSL) replacement programs. He has collaborated with the White House, EPA, HUD, and other national partners to advance public health-focused delivery models. He played a central role in launching the EquiFlow Lead-Free Program in Wausau, WI, a first-of-its-kind Community-Based Public-Private Partnership (CBP3) for LSL replacement that is now recognized nationally. Prior to founding CIP, Shawn was a Managing Director for multiple CBP3s, including the Clean Water Partnership in Prince George’s County, the City of Chester CBP3, and the Fresh Coast Protection Partnership in Milwaukee. His work has driven investment in sustainable infrastructure while supporting local job creation and economic development.
